The SEER 13 standard was first promulgated in 2001 near the end of the Clinton administration, reduced to SEER 12 in 2002 by the Bush Administration, and restored to SEER 13 in January 2004 by the 2nd Circuit of the U.S. Court of Appeals. Today Air Conditioning and Refrigeration Institute (ARI – the industry trade association) announced it was withdrawing its appeal of the SEER 13 standard (filed in 2001 in the 4th Circuit of the U.S. Court of Appeals), and thus the SEER 13 standard is now final.        

What is Geo-Exchange?

A heat pump is an Air Conditioning system which can also provide very efficient heating also. "It takes less energy to relocate heat than it does to create it". In other words for one dollar's worth of energy Input, you receive 3 dollars worth of energy output. However conditions are not always optimum. As outdoor temperatures drop so does the COP. At a COP of 2:1 you would still be receiving twice the heat output compared to straight electric resistance heating elements. (if electric elements were rated by a COP, they would rate 1:1) No matter how cold it gets outside the COP of an air source heat pump never gets any worse than 1:1.when the outside air is a differ than 30-40 degrees, then you need to turn on your gas or electric heat This additional heat has several names but they all mean the same thing; back up heat, auxiliary heat, AUX heat, supplemental heat. 1 A study by the Environmental Protection Agency, Space Conditioning: The Next Frontier (Office of Air and Radiation, 430-R-93-004), found that geoexchange systems are much more efficient than competing fuel technologies when ALL losses in the fuel cycle, including waste heat at the powerplants during the generation of electricity, are accounted for. High-efficiency geoexchange systems are on average 48 percent more efficient than the best gas furnaces and more than 75 percent more efficient than oil furnaces. The best geoexchange systems even outperformed the best gas technology, gas heat pumps, by an average of 36 percent in the heating mode and 43 percent in the cooling mode.

2 Surveys by utility companies indicate a higher level of consumer satisfaction for geo-exchange systems than for conventional systems. Polls consistently show that more than 95 percent of all geoexchange customers would recommend such systems to a family member or friend.
